All costs of closed WO went to VIP Variance

Nancy sent me this problem:
 
We just had a problem with a WO that was closed yesterday.  All the  
costs went to WIP Variance instead of to the part.
 
The costs of the material issued was correct.  If I took the total parts
issued divide by the # parts issued to finished prod, the amount was
exactly what went into WIP variance.  The part # is a finished part.  
Prior WO's were correct.
 
Can you please ask how this could happen?  We need to know what  
drives this kind of issue.  
 
Anybody have any ideas?

Nancy says " Issued at actual costs.".  Is that what you are asking?

If all of the Standard Costs were zero at the time the WO was issued, I guess it would put all of the actual to WIP. But that doesn't make much sense. I suppose there may be some other way to set the projected costs to zero for a WO, but why would anyone do that?

No I meant at what cost was the finished part # finished at in WO-I Enter Finished PRoduction.   I have seen all the costs for a finished good part# go to WIP variance when either
    1) The part was not actually finished in WO-I before it was closed or  
    2) The work order was finished at $0 actual cost because the actual cost was not updated in the finish production process and was not correct.
