On this window you have the following options  
Validate WOBOM components Y,N,A  
 
Y= yes  
N= no  
A = ask  
 
If you select N, it is not suppose to validate against the BOM, but it does it anyways.  
 
We just got a tool dispenser machine and we were planning to use this utility to import the data into EVO.  
 
Even if we insert the data into the WOEMAT table, we can not "post" these items.  
 
We don’t want these items to be add to the BOM.  
 
Please help.

The question of whether or not to validate just controls whether new components not currently on the BOM can be added to the WO BOM and imported or if components not on the BOM should be completely excluded.  You can't issue something to a WO but not have it on the BOM at all.

I am not an Eng or involve in manufacturing.
But I think you should be allow to choose.
 
As I see it, the BOM is just a template
