Items in QC via mystery means?

We recently had at least one PO get messed up somehow. It appears as if everything on it got labeled as being in QC inspection and now we can't do anything with the PO. We don't use QC inspection and have no idea how this happened or how to correct it. What's going on?

Have you tried going to PO-J-C and buying off the parts on QC hold?
 
Double check the SD-Q setting: Manufacturing - Purchase Orders - Processing .........make sure the setting is I and not Q?
