Only kit Issuing partials in Work Orders

We go into the WO-G to issue materials and some will issue and some will not. So sometimes we negative the parts not issued and try it over again.  It might work and it might not.  Sometimes we just leave it because there are too many parts.  And I live with the variances.  Any suggestions.  We have rebuilt in PVSW WOBOM, WOMAT.

when in WO-G how are you inputting the flag for Kit Issue? Y= Yes, N= No or L = List?
