i'm guessing you are referring to the WO-L-F report?
it's working properly. printing the PO's information for those items.  
i ran it as:
All or Shortages only = S for shortages only
Print PO Details = Y
left everything else at it's default.
 
the report has a column for On Order, which is the quantity depending on the component type, of whether it's On PO for type R's, or on WO for Type A's
