Set up new user on DBA on Win 7 with no problems. I did the Workstation setup in dbamfg folder and then the evoerpsetup.exe. The evo setup will not bring up the data dictionary.  So when I try to run evoerp.exe, I get:
 
Exception EFCreateError in module evoerp.exe at 0002AACD.  Cannot create file "C:\windows\system32\zipdll.dll". Access is denied.
 
I have reinstalled PVSW from the beginning and DBA also.
