Change Password for all?

Not sure why, but users on our system don't have access to something I think is incredibly important when it comes to company security.... "Change Password"
 
Is there a setting to enable the change password (for the currently logged in user) for everyone in the system?

You need to add the option for TAS-P (program name PASSWORD.INT) to the user menu.  It doesn't matter where you add it, you can use the Settings menu which all users should have.  There is not a way to add it globally, you need to edit each user.
