Background windows persist in foreground

I just installed a new video card and now background windows will not go/stay in the background. For instance, in IN-A the main window is supposed to "go away" if you do a lookup. It's not - it stays on the very top; not just in Evo but system wide I can't get another application's window to come to the foreground of it. Any ideas?
 
The video card is an ATI FirePro 2460 Mini Display Port card powering an Apple Cinema Display.

This is a real problem when pop-ups that require user input come up behind the previously active window.
 
Any suggestions?

Do you have the latest Windows SP loaded for whatever Windows version you are using?

Yes, I am up to date on Windows. However, that prompted me to check for a newer video card driver, and now that I've got the 8/7/12 version everything seems to be honky dory.
