(1) Is there anyway to change BASE PRICE in IN-A other than through SO-Q-A?
(2) Is BASE PRICE used only on items we sell to a customer?

In addition to SO-Q-C (which I assume you don't want to use), in Evo you can change it directly in IN-B.
 
You can also use the Generic Import utility if you have a lot to change.
