I have had this problem for some time and have not reported it before now.
 
When I auto-issue materials in WO-I, I get the message "The program does not allow adding new items to this list, however, there are no lines to list at this time".
 
When telling the program that this is the complete distribution,  I get the message "Not all components have been issued . . ."
 
I check WO-G  DSP MATERISL TRANS I see:  ( BOM 7 items)
 
7 items with WO # and part # with distributions.
7 items with WO # and part # with 0 distributions
7 items with WO # but no part # with - distributions (bad parts)
7 items with WO # but no part # with 0 distributions.
 
I believe I am getting correct costing, but 2X the lines necessary.  
 
Any idea what is causing this?  I have checked each BOM line item and inventory item, but find no problems (that I see).
