The w3dbsmgr will not change, if it got as far as it can get. it will not decrease either, unless you reboot your computer.
I did some testing the highest we got was 11,100K
On a machine with 8GB of memory with the pervasive cache allocation of 64 MB and memory usage of 60
I assume that pervasive is installed as a service right?
This is what I would do.
I would remove pervasive, run a register cleaner, reboot the pc and install it again with all the service packs.
It will take you no more than 15 minutes.
