Such a program does not exist but it could be written.  You would need to consider whether you would always want the PO to be generated for the Primary Vendor and the designated Reorder Amount as specified in IN-B or if you would want to default to those values but allow the user to override to a different value.  I would imagine that when a vendor made such a delivery, there would be a number of items involved so I envision a screen that is populated with a list of item numbers and quantities with a Process button on the bottom that, when pressed, generates and receives the PO(s).

I have discussed with the programmer, he is working out a price and I will let you know.
