IN-F quantity does not match IN-A quantity

I did some adjustments in IN-C to zero out quantities.   I used the IN-F inventory values report to get inventory on hand quantity.  When I go back into IN-A to view the item,   there is still a balance on hand.  There were no other transactions after I ran the original values report.  Can anyone tell my why these would not match?

What does the Locations button show in IN-A?  You may have stock in a bogus location.

The location button shows we have 12 on hand.
