dba vs evo security levels  99 or 999

If  I am understanding this correctly  DBA can have up to 99 security levels but evo can have up to 999.    
   (1) Can a user have one code in DBA and  different code in EVO?
   (2) Why does EVO have so many more security levels?

The numbers in Evo have NOTHING to do with the security levels in DBA.  Evo security access is controlled by the menus as defined in PS-G.  The security level number in Evo controls access to grids, links and notes by level.
