User Messages on Windows Server 2008 r2

Does anyone know how one can send a message to all users that "the server will be shut down at .. "?  I can see all users that are logged in, and what files they have open, but I haven't discovered any way (other than running around, or phoning to each user, etc) to inform them to close files for a shutdown.

Net Send has been replaced with the "msg" command (WIN2008/WIN7), but it does not work with WINXP
 
But there is always a solution.... Try this, it really works!!
