MR-J wont generate po's in review mode

in EVO
MR-J wont generate any po's in review mode when I set the qty of any item to 0
 
Ive used this many times and somewhere along the line it stopped working right.

Nobody else has this issue ?
 
its a PITA for me anytime I want to skip an item
