WO-K-A - Durability of changes

We have recently seen some cases where we make changes to work order routings, either a process change or a work center shift, and find that the change has reverted back sometime later.  Initially when it happened, we assumed we were not completing the process or failing to save the change, but it seems to actually be changing back.  
 
WO-K-A has and ISTS Enhancement Date of 12/08/14.  Has anyone else encountered this?  It does not happen all the time, and I don't see the pattern yet.

The changes are not save on that work order? or when you create a new work order?
Has the work order release to the shop and has already labor?

These are changes to the WO router on the floor.  We know the master routing has to be changed for future WO's to be affected.  In our process, we have a number of machines that some parts can be manufactured on.  Master routings for the items are routed through the most efficient work center.  Due to staffing or load constraints, we sometimes need to change a work center on a WO already on the floor.  I'll need to see if having labor charged to an affected sequence could be the issue.
