Last week I ran into this problem and copied backup ISTS files to the main computer and it worked.  I took Friday off and this morning I again get the can't open EVO.  The WBTRVMEMO.B message pops up and I have no access to EVO.  DBA gives me Brieve error message 2.  I have searched back and have not found a solution.  I am running from my backup but cannot open EVO on my main computer.  
 
Checking taspro7.ini shows correct settings, as does TPR7RTSetup.exe etc.  
 
EVO 2016.1 build 04/06/16 T7-7iR10  Pervasive 11.30  in Windows 10

Thanks for sharing!  I am sure that info will come in handy for someone.  It's nice to get a solution, even nicer to post it for everyone else for future reference!
