Our time clocks are in base 100 not base 60.   16:75 is better known as 4:45 pm.    
In the past we have entered labor time manually via WO-F (enter Labor).  JC-C is printed as confirmation and it comes out pretty close to the time card.  
 
 On occasion I have tried to use Wo-M (batch entry labor) but the time is horribly always off.  
  I really dont think its a conflict of  base 10/base 60 . I am not sure what it is.

start 6:21                                                              start 6:21
end  7:81                                                               end  7:81
total .90     correct                                                   total .83   wrong
 
 
start  9:73                                                              start 9:73
end 10:79                                                               end 10:79
total 1.06  correct                                                    total .1.10   wrong
 
Is there a default that would cause WO-F to work friendly with JC-C?  Or be closer to real time?

WO-M if you enter start and stop time is assuming HH:MM:SS, not decimal time.  You can skip the start & stop and just enter the elapsed time (same as WO-F).
