POLQCFIX not reading all records in the table

Tried to run POLQCFIX to repair an issue on some bogus records but it seems to only read about 469 of 1089 records in the file. Not sure why. There are no reported errors for the BKAPPOL table. I ended up manually removing the records from the QCMaster. But I'd like to know why the utility isn't reading the entier File. Huh
