Ugh...problem with a new workstation

I really hate setting up a new workstation with Evo, it's rare it goes well the first time, no idea why.
 
Anyway
 
Win10 64bit
user is a member of users and power users group
Pervasive 12 installed and patched just like all my other systems
Set the excessive rights to the Pervasive folders
Ran the PSA test - all good!
Configured the microkernel as I always do per procedure
Made sure Pervasive sees the server engine and the Evo databases show - yup!
Created the C:\ISTS folder and put in a random file  
Set the rights for C:\ISTS to Full for everyone under the sun
Logged into the workstation as the local admin
Logged into the server as the network admin
Our Evo is mapped to the root at DBAMFG (always has been) to H:\
 
Last time I ran the EvoERP.exe to do the workstation install (maybe a year ago) it just found the H:\ and did the file copy and all was actually good.  So I had my hopes up for this time.. BUT
 
THIS time, run as administrator, it thinks about it, I get the TAS Premier 7i r15 runtime--yes I want to allow this app to make changes to my device. I see the Pervasive splash screen,  then the process shows me the error "The btrieve memo (wbtrvmemo.b) could not be opened and btrieve memos will not be available" (it has always said that), yeah OK, then it flashes the Evo screen briefly and pops up the message "You have tried to access a file that has not been previously opened, or the file number value (FNUM) passed was 0.  (Fatal  err3- File ISTECH.LIB line 404).  So I click on OK because that is all I can do.  Then up pops the Create workstation setup and it keeps insisting on using the G:\path--we do not have a G:\ path anywhere.  I have no idea WTH the drive letter is coming from. Huh  The first network drive path is H:\
 
My hair is gray, my head hurts........
 
Can I somehow bypass this workstation install to do it manually?  I just want to get it done and working so I can go home.  embarrassed

I install pervasive as local user, nothing else
Then I run the following command on the cmd
net use H: \\MY_DBA_SERVER\DBA  
 
Then I open RUN
H:\DBAMFG\EvoERP.exe H:\DBAMFG
 
 
Always works (Folders are different on your system)
 
Some antivirus have problem with C:\ISTS\StartEvo.exe  
disable it, install evo, enable, add execption
