User unable to edit EvoLink--owned by someone else

Have a user who needs to edit a link and says he cannot edit it because it is owned by a different user?  I think we may have run across this years ago but not sure.  If it is true he cannot edit the link then we need to fix this.  The person who owns most of the links has left the company and we probably need to change them all to the person who will be making the edits for now.  
 
Is this a global field replace?  on the UID in the ISLINKS table?

update ISLINKS SET IS_LNK_WHO='YOUR DBA USER ID' where length(LTRIM(RTRIM(IS_LNK_WHO)))<>0;

Thanks, I basically came to the conclusion we'd have to do a global search and replace.  I just wish it would be a bit more flexible to allow two users to make changes to them, the primary and an alternate or secondary.

When you look at the links there is a box that says View. That is to make the link as view only so only that user or a ADMIN can change it. So if its unchecked then any user who has access should be able to edit that link.
