Believe it or not, I am having the exact same problem this morning with adding a new xp workstation. This is not a new problem and the solution is turning off a splash screen somewhere. I have done this before to fix another xp workstation but I can't remember where to shut off the splash screen. I hope someone comes to our rescue.
