I am trying to create a selection criteria of the last full week before last week. Any suggestions?

Not pretty but it seems to work:
dateadd("d",-7,(datetime(Minimum(LastFullWeek)))) <= {your date record} and
{your date record} < Minimum(LastFullWeek)
