New 'Ask' box when changing RTM in SO-C

After 6/20 update (and patch), I am getting an "Ask" box whenever I print a packing list (SO-C) and change the RTM from the default.
 
Let me explain--we print 2 copies of every packing list.  One is the default which goes to the customer with the BOL.  A second, using a different RTM layout, is an in-house copy that has some info on it that our warehouse uses to record lot code info and count double-checks, etc.
 
After the update, every single time we print a packing list, we are getting an "Ask" box requesting if we want to make the newly selected/typed RTM file name the default form.  What's worse, the default focus of the dialog box is the "Yes" button.
 
As a result, we've accidentally changed the default RTM about 10 times today alone.  What a pain!  I've looked and looked through the help file and defaults screens to try to find a way to turn this feature off.  I cannot find mention of it anywhere.  This "Ask" box does not seem to pop up on the Print Invoice (SO-B) or Print PO (PO-B) screens when you manually change the RTM at print time, just when you do it on Print Packing List (SO-C).  
 
Can this dialog box be turned off/disabled?  If not, can the default focus of the dialog box be changed to "No" programmatically so we can simply hit Enter/Space and keep working rather than having to interrupt our work flow to click "No" with the mouse or hitting "N" on the keyboard?

A new ISTECH setting has been added to turn this feature off.  Also the default response has been switched to NO.
