Consume forecast in MRP

I thought you had to run the program MR-C for the forecast for a given part to be consumed by sales orders.  However, when we run MRP our forecasts are automatically consumed by sales orders, without running MR-C.  Is there a way to change the consumption by sales orders for a particular part or is this the way it works?

MR-C and choosing the option to consume, DOES reduce the Forecast numbers by the quantities that exist on the SO at the time the cosumption is run.
 
therefore your Forecast is now adjusted, and the numbers never go back to it's orignal, ergo. if you include Forecasts in your MRP, you will always be using the reduced number in the forecast.

Except we never ran MR-C for this part number, and actually can't remember ever running it for any part number.  It does it anyway.

so, you are saying that everytime you run MR-F, that when it's done generating, you go back to MR-A and a given forecast item's quantity is reduced each time?

No, I am saying that we have a forecast of 4 due 11/30 and we have a sales order for 4 due 11/28 and we do not neccessarily want MRP to consume the forecast of the 4 with the sales order.  But it does.
