license issue

We continually have an issue with DBA classic not allowing users to login because it says we have exceeded our number of licenses.  The kicker is we have enough to cover every person who would need to be logged in.  We do have some people connecting via citrix terminal service.  Any ideas??

Call Lynn.  She helped up with the same issue.  The solution involved replacing some files in the DBA folders.
