how do I discount a ship-to

can anyone think of a fairly fool proof way to apply a discount to an entire sales order based on ship-to (without manually remembering to put a discount code on the order).
We have one customer that gets a discount only on orders to 3 of their branches. Our backup office people staff has forgotten about this on several occasions and we'd like to automate it if possible.

Give those three offices a separate, but similar customer number and apply the discount to that customer? We do a little of this. One hospital in a group get's a discount (in lieu of royalties) while the rest do not.
