Data Dictionary File error (Read 1267 times)

I have a computer that continues to pop up the following message when  the employee is trying to login to EVO.  Data dictionary file cannot be opened. F:\DBAMFG\fileloc.dbf   FATAL ERROR [ok]
 
but I can go to F:\dbamfg\evoerp.exe and open evo that way.  After I do that the desktop icon will work again, but so far this week on the days that she has been here, she's been getting the same message when she first logs on.
 
I tried to reload the pervasive client on her computer this morning and go error 1317 - an error occurred when attempting to create the directory.  Don't know if these two issuse are related.

I suspect some kind of Windows permission error.  The FILELOC.DBF is not a Pervasive file.

We always get this on our peer to peer system if the server is shut down,  without restarting the workstations once the server is back up. If you go to explore on the workstation, and click on the mapped drive to the DBA files, and then click the desktop icon, it should start without the error.
