Is there a way to manually enter a work order number when converting from a Sales Order?

No. Our system uses the SO number when creating from a SO. I suspect that is an SD-Q setting, for which the default is to use the next WO #.

There is no default setting. SO-N always uses the SO number for the WO Prefix.
