java error, SM-T, Email, DE-A, patches unusable

We have been using several of the Java apps for a while without issue, but ever since Windows 10 build 1803 we are unable to use any of them. SM-T shows a "java.net.SocketException: Invalid argument: create" error. Can't download patches, as SM-V shows the same error. Can't email from EVO and can't export data in DE-A. Update 2018.2 did not fix this issue.
