Transfer Inventory not working

We have a very skilled user of EVO that does transfers all the time but she is getting an odd condition while trying to do a transfer. She is trying to transfer 50 of an Item L519 (We have checked IN-A and the item has 95 available)from DEFAULT to another location (OPCOL location (Sources). When she enters the part number on the IN-L-J screen, it immediately says "There are no lots with on-hand quantity at the FROM location available for transfer." Problem is she didn't even get to the location field yet to say What location and we know we have 95 in default. What could cause this and how can we fix it?
 
Also, other part #'s work. it only seems to be this one....

The message is coming up because the Item is a Lot Controlled item and does not have any LOT records that have MTLOT.ONHAND > 0 regardless of the Location.   The message should not have been indicating 'FROM location' which will be fixed.
