This has happened sporadically before, but has happened a lot lately.  
 
We disposition an RMA as a repair and print the WO. Repair person uses WO-G to add parts to SR WO. Invoicing / repair clerk goes to release SR and no items show up on the BOM.  
 
To fix I go into WORKORD.B and change the SOLINE field from 0 to 1 (if it is a one liner) and everything work fine. One time the SR had two lines and SOLINE was set to 1. In that case the second item had no BOM items, but the first item showed the BOM items for both lines.
 
Any idea what might be going wrong with the line counter for SRs?
