cancelled line item shows up

After releasing a sales order in which a line item quantity was set to "0" (not shipped) and the backorder quantity was also set to "0" (order line cancelled), the original quantity of the line shows up in SO-A and also on open order reports and the order does not show closed status. ???
This is causing problems with customers who do not allow backorders and also inflates the backlog of orders

I don't get the original quantity if there has been a partial shipment but I don't get the backorder zeroed out either. I will get it fixed. Meanwhile, use SO-A instead of SO-E to zero out the backorders.
