Problem:  We get messaage that we have exceeded maximum users when more than 1 or 2 users are in EVO....even though we have 9 users.   This only happens if others are using DBA or if thee is a combination of more than 9 folks using DBA or EVO.
 
We had been an 8 user DBA office until last summer when we purchased 9 evo seats ( 8 evos seats & 1 evo data seat).  Sadly, no one has wanted to use EVO but me.   However recently I have mandated that others try to use EVO a little bit every day.   What I have found is that if  we have more than 1 or 2 people using EVO we are told that we have exceeded the maximum users.  
 
Is this a networking issue?

You only have a 9 user license, not 17.  You originally had 8 user DBA license.  You added one Evo license and conversion licenses for the 8 DBA licenses.  That means 8 can use EITHER DBA or Evo (one at a time) and the 9th is Evo only.

No, if you look at the invoice, there are 2 lines for Evo licenses at different prices.  One is the conversion licenses (at a lower price) and one for the additional license (at a higher price).
